While sitting on the panel, I'd suggest some alternate definitions/metrics:
Competition: Let's look at economic measures, including number of
suppliers, ease of entry, and price close to marginal cost
Choice: The availability of domain name strings and registries differing
on axes including jurisdiction, scripts, and policies
Trust: The stability and consistency of domain name resolution: the
concept that unique identifiers work all the time, and deliver
consistent results when used.

The specific bit on Competition, Consumer Trust and Consumer Choice is
at page 8-9 -
http://www.icann.org/en/strategic-plan/strategic-plan-2011-2014-28mar11-en.pdf
Of interest are the descriptions of Consumer Trust and Consumer Choice:
Consumer trust includes, but is not limited to, the concept that
unique identifiers work all the time, and deliver consistent results
when used.
Consumer choice includes, but is not limited to, the concept that
users can access unique identifiers in their own languages and
language scripts.
Competition is focused on new TLDs including IDNs, new business models
Cheers
