Team,

 

Based on Jeff's comments below, I started to change the Registry Operator
number to 14 (as it should be).  However, Jeff also brings up an excellent
point with respect to Affiliated Registrars (290+) vs. Accredited Registrars
(1000).  To remain consistent, I'm asking the group's approval to keep the
Registry Operator number at 16 with the appropriate footnote since we do not
have a quick and definitive way to determine the Affiliated Registrar count.

 

If the WG has any objection, please respond to the list.

Regardless of the "affiliated group use ( or not  {I'm happy either way} )
what we DO need to ensure is that the text properly and clearly outlines the
rationale for the choice  made...  language  from Jeff below in a footnote /
clarification point / Note etc.,etc., would be just fine for that purpose
IMO)  but we need to be clear what the definition is and why it is 18 in the
IANA dB and 14 listed  etc., etc.,)

used.  Technically in IANA, the information is correct as those may be the
legal institutions responsible for the spaces and they all could still be
separate legal entities.  But for this working group that is looking at
consumer and competition issues, I believe it should be considered in light
of affiliated entities. In other words, all registries in the same
"affiliated family" should be grouped together.  The same is probably true
for all affiliated registrars.

Jeff,

 

Thank you for catching this discrepancy.  The informal definition is what is
listed as the sponsoring organization listed in the IANA dB.  It makes no
mention of Afilias as the Sponsoring Org nor the Technical Contact.  In your
opinion, do you feel the information is out of date on IANA or is this
listed appropriately given they are wholly owned?  Oddly, I checked
http://www.afilias.info/global-registry-services/gtlds and their site
displays .mobi, but does not reflect .pro.  Either way, you are correct in
my opinion.  The number should be 14.

 

CCTC Team, from this point forward, I can maintain the master draft Advice
Letter for last minute updates.  Please let me know if you have objections
or feedback on the above.

Berry,

 

What is your definition of "unique generic registry operators".  For
example, today, mTLD and Registry Services Corporation (RegistryPro) is
wholly owned by Afilias.  So, wouldn't the number be 14?
