Thanks Berry.  I believe this version strikes the right balance between 
consumers and the providers of the services.  The key item for me, and I know 
Evan opposes, is that this document would not add any new material obligations 
on applicants for TLDs above and beyond what is in the Guidebook.  In as much 
as certain people want to see additional information and measure additional 
criteria, the fact is that the Guidebook is final and applicants applied on the 
basis of what was in the Guidebook.  The old wording was such that would have 
added criteria, which applicants would not be obliged to follow, but would in 
the end set up the program to be judged as failing that added criteria.  To the 
registries and applicants, that made no sense.

I appreciate everyone's hard work on this and will support its adoption by the 
Council.
