I've reached out to the drafters of our comment to get that information for you.

I assume that the number is drawn in part from the volume of UDRP / URS etc., 
vs the number of actual domains registered, but will confirm.

Dear Michele,

The Translation and Transliteration of Contact Information PDP WG is just about 
to start drafting its final report and it was noticed that the RrSG public 
comment

on p.3 mentions that only about 0.1% of domains are subject to law enforcement 
query or brand protection intervention. Please let us know the source of this 
statistic, as we would like to follow it up and possibly use it in our report.
