RE: [gnso-dow123] Preliminary Task Force Report on improving notification and consent

I believe it would be useful to include as an annex to the preliminary
report the relevant provisions of the Registrar Accreditation Agreement,
which I paste here.  These provisions are referenced at several points
in the draft preliminary report but we should not assume that readers
will have the text at hand.

3.7.7.4 Registrar shall provide notice to each new or renewed Registered
Name Holder stating:

        3.7.7.4.1 The purposes for which any Personal Data collected
from the applicant are intended;

        3.7.7.4.2 The intended recipients or categories of recipients of
the data (including the Registry Operator and others who will receive
the data from Registry Operator);

        3.7.7.4.3 Which data are obligatory and which data, if any, are
voluntary; and

        3.7.7.4.4 How the Registered Name Holder or data subject can
access and, if necessary, rectify the data held about them.

3.7.7.5 The Registered Name Holder shall consent to the data processing
referred to in Subsection 3.7.7.4.

In the third paragraph of section 1.0, there is a reference to "the GNSO
board."  I take it the reference is supposed to be to "the GNSO
Council."  Other than that, the report looks fine to me. Thank you for
putting it together.

Here is the preliminary task force report on Recommendation 1 as
discussed on our last WHOIS call.  It is to be voted on during
tomorrow's call.

public comments as the PDP moves forward.
