Board/Council. 

I think the reprt does look fine otherwise, but support Steve's suggestion abt 
appendix with relevant Registrar language. ... As he provided.

In the third paragraph of section 1.0, there is a reference to "the GNSO 
board."  I take it the reference is supposed to be to "the GNSO Council."  
Other than that, the report looks fine to me. Thank you for putting it 
together.

Here is the preliminary task force report on Recommendation 1 as discussed on 
our last WHOIS call.  It is to be voted on during tomorrow's call. 
 
Following tomorrow's vote, an updated version in html will be posted for public 
comments as the PDP moves forward.
