FYI below is a brief summary of the main decisions and actions arising from
this week's WHOIS Task Force call.It has been reviewed by the task force
co-chair.
This summary doesn't replace Glen's minutes of the call. It's provided as a
quick way to help task force members and others keep up to date with the
main decisions and actions agreed on the call. From now on, I'll be sending
these summaries to the list within 48 hours of each task force call.

1) Task Force work items
Points agreed:
The combined task force is working on four items; notice (work is at an
advanced stage), procedure for conflicts with national privacy laws,
accuracy and tiered access.
Until the GNSO Council agrees a new charter for the combined task force
(expected following its meeting on 12 May 2005), the task force will use the
next three conference calls for substantive discussion on national laws,
accuracy and tiered access, beginning on 26 April with discussion on
national laws.
The order of the next two discussions will be decided on 26 April.
Action
* Steve Metalitz to circulate the revised Recommendation 2, A
Procedure for conflicts, when there are conflicts between a registrar's of
registry's legal obligations under local privacy laws and their contractual
obligations to ICANN, before the next WHOIS conference call on 26 April
2005.
* Senior ICANN staff member(s) to participate in the 26 April Whois
call on conflict with national privacy laws.
* Jordyn Buchanan to send an enquiry (including the comments made
during this call) to the GNSO Council on the likely timing and content of
the new task force charter.
2) Voting on Preliminary Task Force Report on Improved Notice
and Consent
Everyone on the call voted or abstained as appropriate on supporting the
recommendations contained in Section 1.1 of the Preliminary Task Force
Report as circulated on 19 April 2005.
The registrar constituency voted against, the registry constituency was not
represented on the call, and all other members of constituencies on the call
voted in favour.
Points agreed:
The secretariat will record the votes from each voting representative from
each of the previous task forces (TF 1, TF2 and TF 3).
The vote will be summarised along constituency lines. (e.g. "X
constituencies supported, Y abstained, Z opposed, was split, etc.")
Votes will be solicited via email from all voting representatives who were
not on the call, includes representatives who provided a proxy but were not
present on the call. Those who voted on the call will not be allowed to
change their votes.
All email votes must be submitted by Friday 22 April 2005, the deadline for
posting the preliminary report according to the PDP.
Actions:
* Glen de Saint Gery to email all the representatives from the
previous three task forces to request their votes by Friday 22 April latest.
* Maria Farrell to add voting summary to the Task Force Report and
publish it for public comment on Friday 22 April 2005.
