RE: [gnso-dow123] DRAFT redline of recommendation 2
Steve, thanks for your efforts on this. Question for all: The intent then is that this is presented as advice to the ICANN Staff and community, not set-in-stone policy, correct? Assuming the answer to that question is yes, I *may* be able to support it but have at least one proposed change to the revised recommendation (perhaps others later). It is included in the attached and summarized below. Currently the document extracts only the first element of ICANN's Core Values from its bylaws (Article I, section 2, item 1) and makes the apparent assumption that it is the only Core Value worth considering in this context. The ICANN Staff and the Board should consider the entirety of ICANN's Mission and Core Values as defined in Article I of the bylaws. Metalitz IIPA" <metalitz@xxxxxxxx> Date: Sun, April 24, 2005 2:59 pm To: "Tom Keller" <tom@xxxxxxxxxx>, gnso-dow123@xxxxxxxxxxxxxx As requested, I have taken a shot at revising the recommendation on a procedure for handling asserted national law conflicts. Please see attached. I used as the source document the Word document attached to http://gnso.icann.org/mailing-lists/archives/dow1-2tf/msg00174.html, which I believe is identical to the November 30 PDF document cited in the agenda for Tuesday's call. This is based upon my review of the transcript of the March 15 conference call with ICANN staff. I was not able to participate in much of that call so I hope I have captured the sense of the discussion. Please don't consider this as my proposal, much less an IPC proposal, but rather an attempt to move the process forward reflecting the discussion with staff. I believe we decided on our last TF call that this draft should also be shared with the appropriate staff members so I ask Glen or Maria to forward it along as appropriate. Unfortunately, I will probably not be able to participate in the next call on Tuesday. I believe that Niklas Lagergren will be able to participate on behalf of IPC.
