I am also struggling to understand what problem we are attempting to
address with this solution, why this approach was chosen over others and
how this proposal relates to the terms of reference for Whois TF1/2/3. I
have asked this question directly and indirectly a few times recently,
and I'm still not sure that I'm getting a complete picture.

It would be useful for me (and likely others if Vittorio's inquiry is
indicative of a larger trend) if we could spend a few minutes answering
these questions this afternoon (or at any point before these documents
progress any further).
