This may be of interest as background information.  The link was kindly
provided to me by Duane Connelly of PSI-Japan (an ICANN accredited
registrar).

In Japan, the "Personal Information Protection Act (the Act)" became
fully effective on April 1, 2005. The website explains how JPRS
accommodated its JP domain name services to this Act.
