David, if I may...

I believe we all agree of the intent of our recommendations, but there
is new disagreement regarding the effect of those recommendations. Until
and unless we can clarify the precise outcome of our proposal, we should
stick to the status quo. We can't be seen as making policy "just to see
how it works out."

This isn't an experiment and its my strong preference to err on the side
of caution until the impact of our proposal is better quantified.
