This makes sense.  I agree we should refer to the final version of the
report.

I think we want to avoid having the report get too in depth on this point,
which is really related to our first terms of reference item and which the
Council plans on conducting further work on.  I think it makes sense to note
the limitation of the definition, and I've proposed a sentence that will
hopefully do this without getting too deep into a conversation of this
previous terms of reference item.

This is a useful suggestion.  I think the staff may want to draft up
something to publish alongside the report when it goes up for public
comment.  This would probably be useful for other TFs in the future as well.
