We can discuss on tomorrow's call, but the PDP requires that we
indicate the support for the report itself and also allows for one
more more minority reports.  I would imagine we'll conduct an informal
poll to figure out what the majority position will be, frame the main
report that way, vote to support the report in its entirety and attach
the remaining policy recommendations as a minority report.
