Jothan and all, In line with the call yesterday, I've incorporated Jothan's suggestions regarding Q11, Q12 and FAQ12 (I take it from Jothan's mail below that FAQ11 remains unchanged) in the attached version 2.4. I've also added the option to respond via BigPulse. Unless vehement opposition arises, this is the version to be posted. I appreciate the opportunity to have time to gather response from within the Registrar constituency on questions 11 and 12 of the RFI, and here are some suggested revisions that allow the essence of the question to remain. Questions 11 & 12 suggested replacement verbiage, with like revisions for the FAQ: RFI Question 11. (current) If registries or registrars offered domain registrations at no cost to the registrant, would this effectively permit domain tasting? Question 11. (suggested) If domain registrations are offered at no cost to the registrant by a registry (outside of special promotions), would this effectively permit domain tasting? Question 12. (current) Should registries and registrars be prohibited from offering domain registrations at no cost to the registrant? Question 12. (suggested) Are you opposed to offering domain registrations at no cost to the registrant? FAQ Question 11. (current) If a registry were to offer a domain registration at no cost, in essence a free domain, is this identical to domain tasting? Question 12: (current) This question is somewhat self explanatory, but there is an opportunity to indicate if you would prefer that there be a fee for registration, either at the registry level or at the registrar level for domain name registration. The RFI version 2.3 was cleared for posting with the caveats that: a) registrars, via Jothan F, have until COB 8 August to suggest other wording for Q11-12 b) Patrick J will check with ICANN Legal staff if RFI needs legal scrutiny 2. Staff will post the cleared RFI on ICANN website and on BigPulse, for freeform input. There will be a link to BigPulse from the ICANN posting indicating this option. Timeline: Foreseen posting date 10 August, deadline for input 15 September, compilation of input by 21 September. 3.
