There are many services that offer instant activation and require payment in 
advance but if there is fraud or returns the vendor is not on the hook for one

have to pay for a year of service in advance with no opportunity for a refund 
or shutting the customer off. 
We are in a unique business where the cost of the service for the whole year is 
prepaid in advance and we need to treat it as such.

and presumably some of those providers have figured out how to minimize credit 
card fraud-related chargeback issues.

there are literally thousands (if not hundreds of thousands) of goods and 
services that have instant activation. 
I googled "instant activation" and found everything from dental plans to 
hosting to cell phones to speedpass to email. 
"instant approval" has more than a million hits.

Without the need to disturb Jason Bourne, in Europe you can buy prepaid 
sim-cards that are activated instantly anywhere, and cell-phones normally do 
have a bit of power in the battery so that you can turn them on right away when 
you buy them. 

  

In Sweden the same applies to most broadband connections in residential areas 
(we have fiber optics all over the cities): when I moved in into my apartment 
all I had to do was to connect the laptop to the socket in the wall, open my 
browser and select the operator I wanted to use and the bandwidth I wanted... 
the connection was up and running in about 15 minutes. 

  

To reverse your argument. wouldn´t you rather have mobile phones and internet 
connections activated instantly like domain names, if you had a choice? 

  

There is absolutely no reason to make the user experience worse to stop domain 
tasting, where there are better and less intrusive systems to achieve the same 
result... No need to shoot yourself in the foot when it itches, don´t you

In the Bourne Ultimatum Jason Bourne buys a prepaid cell phone in a train 
station. It was activated instantly. I think AT&T calls them "Go Phones".
