As long as it is the *consumer* that's using their connection, and
not some spammer/child pornographer/etc. :-;

Hate to say it, but please note that fastflux *is* a spam-related
activity.
And what you're seeing is a reaction by the botmasters to steps taken
to limit the usefulness of botted hosts for spam deliver -- because
ISPs are blocking port 25 traffic, the spammers have a large inventory
of hosts that can't be used to spam, so they use them for hosting,
instead.
