Paul,

I think this is a legitimate use of short TTLs. Since other companies can
and do use the same technique, I agree it would be appropriate to include a
generic description, especially because it helps call attention to an
important marker for fast flux (ASN).

So perhaps we could say something like:

"Certain service providers and registrars provide a name resolution service
to enable web hosting service for individuals and organizations who are
assigned dynamic IP addresses. The DNS entries in these scenarios are
typically assigned low TTL values. The IP addresses assigned to individuals
and organizations by such providers commonly fall within a single ASN."
