Hello all,

I'm a bit confused about this (just read the whole email) and would need some 
clarification, if you will. In fact I've never been cleared about what rules 
govern the membersship of this WG, when they have been designed and if this was 
publicized, or what is their design basis (preexisting rules, bylaws, etc.) As 
a matter of fact, I was kind of assuming that this was intended to the Council 
members, though I have started doubting about that with the nomination of the 
candidates chair (in fact, I did ask the question in one of my postings on this 
topic.)

Anyway, the thing is I don't remember of any public call to potential 
participants outside the council to volunteer for the WG, and I don't even 
remember forwarding such call to my constituency list (based on the 
aforementioned  assumption.) Now, we have an unanticipated election starting 
within two days of announcement. It may be that my memory is playing tricks 
with me, so could I respectfully request the Chair Bruce Tonkin and/or the GNSO 
Staff to clarify/remind me of the rules of design and engagement  of this whole 
process, beginning with the formation of this WG, and help me understand if all 
people who could have joined were reasonably given the opportunity to do so, 
whether there was a deadline for doing so or they may still do so, etc.

B. VOTING PROCEDURE

The voting will be by electronic ballot and the candidate receiving the
majority of the votes will be elected as the chair. In case of a tie,
there will be a second round of voting.

The rules governing the process are located at

C. PROPOSED SCHEDULE FOR THE  VOTING

The voting period will be open for 14 days, starting Friday 10 Nov 2006, 
at midnight UTC and ending midnight, Friday 24 Nov 2006 UTC time.

D. The GNSO IDN WORKING GROUP MEMBERS ARE ELIGIBLE TO VOTE:

E. COUNTING OF VOTES:

Each IDN working group member will be entitled to cast one vote.

There will be a total of 18 votes cast and a majority is 10 or more.

F. VOTING

Voting will take place by secret e-mail ballot.

1. Ballots will be sent out individually to each IDN Working group
members' e-mail address.

2. Ballots should be filled out and returned to the e-mail address
stated in the ballot. They should not be copied to any e-mail list.

3. At the scheduled time, the Secretariat will announce the results of
the balloting by sending a message to the gnso-idn-wg@xxxxxxxxx mailing
list. This announcement will include:

a. The number of votes received by each candidate; b. The names of the
IDN working group members from whom ballots were received; and c. The
confidential code number of each ballot and the candidate for whom it
was voted.

Item 3(c) will allow each IDN working group member member to 
double-check that his or her ballot was properly understood, but will 
not allow others to determine how the member voted.

G. DISCLOSURE OF THE VOTING

The Secretariat will announce the outcome of the voting at the close of
the voting period.

The GNSO IDN Working Group will confirm the results of the voting at a
GNSO IDN Working Group meeting.
