Avri's suggested problem only, no fix. That cuts off some.

Is that sufficient?

I have to confess, I don't get copied on letters to Council, so I've 
no idea what the _user_expectations_ are for this literary genre.
The rules we agreed to, after some laughter, was that I'd write as 
simple as I could, and then Chuck, Avri and Edmond would simplify it 
further.
