Hi Thomas and all, As discussed, a few quick lines on the question of the meaning of "and" in the Resolution. Resolved, the GNSO hereby initiates a PDP to evaluate (ii) whether there is a need for special protections at the top and second level in all gTLDs for the names of the following types of international organizations: International Governmental Organizations (IGOs) and international non-governmental organizations (INGOs) receiving protections under treaties and statutes under multiple jurisdictions, and specifically including the Red Cross/Red Crescent Movement (RCRC) and the International Olympic Committee (IOC), and (ii) if so, to develop policy recommendations for such protections. Does the highlighted "and" mean; a) international non-governmental organizations (INGOs) receiving protections under treaties and [INGOs receiving protections] under statutes under multiple jurisdictions (graphically represented below), OR [cid:image006.png@01CDDE3A.319AF240][cid:image008.png@01CDDE3A.319AF240][and][cid:image011.png@01CDDE3A.319AF240] b) international non-governmental organizations (INGOs) receiving protections [both] under treaties and [also] under statutes under multiple jurisdictions (graphically represented below)? [and][cid:image014.png@01CDDE3A.319AF240][cid:image015.png@01CDDE3A.319AF240] If the answer is B, as already signaled by the Unredacted version of Board Workshop Paper on IOC/Red Cross Protections Released on 28 August 2012, few organizations may qualify and other international organizations of "extraordinary reach and public service" may be unfairly excluded.
