[gnso-igo-ingo] opening of RPMs

Hello David,
I hope this e-mail finds you well. We have discussed the question of protection 
mechanisms during yesterdays call and I tested (again) whether there was any 
opposition to opening up the RPMs so that all potential beneficiaries of the 
PDP can use them. 

In my view, the work on this question would be best placed in the sub-group you 
are leading. 

We should come up with a policy recommendation (that could be part of a bigger 
set of recommendations) for this question. 

Is that something that you would be willing to lead on? 

Please note that, although no member of the working group seems to be against 
this idea of opening the RPMs, I would like to point out that even if we work 
on policy recommendations in this regard, these would not be looked at in 
isolation. 

As mentioned many times before, the group should develop a package of potential 
recommendations (unless the group decides to split the recommendations) and 
then these would be put out for a consensus call.
