RE: [gnso-igo-ingo] ICRC/IFRC Letter to ICANN Board
As I read it, to date, the Board has granted provisional protection pending GNSO recommendations (which would then have to be approved by the Board). They are asking for permanent protection meaning the they are requiring the Board to guarantee at this point that they would not never approve a GNSO Consensus Policy which reduces such protection. They are also adding national 189 national names in multiple languages, and strings-contained and confusingly similar protection at both the top and 2nd level. Certainly problematic at several levels. I find it hard for a Board to guarantee how they will act to an unknown action in the future, and it is difficult to imagine how to implement the wide-ranging variable name 2nd level protection that is being requested.
