Dear Thomas, dear Berry, dear Mary, Many thanks for all the considerable work produced and for the progress you have achieved. (1) As agreed over the call yesterday and today, we are attaching herewith a revised "Minority statement" on behalf of the Red Cross and Red Crescent organizations to replace the text currently inserted on pages 36 and 37. This is essentially intended to clarify our submission and to correct the numbers of the Recommendations in reference. (2) Further to your request we are also submitting a full list of the names and identifiers of the respective Red Cross and Red Crescent organizations in relevant languages, including - the names (official and usual) of the 189 National Red Cross and Red Crescent Societies in English and in the respective national languages of the National Society concerned; - the names of the two international organizations within the Movement, namely the International Committee of the Red Cross and International Federation of Red Cross and Red Crescent Societies in the six UN languages; - the acronyms (initials) of the two international organizations within the Movement, namely the initials of the International Committee of the Red Cross (ICRC/CICR/CICV/MKKK) and of the International Federation of Red Cross and Red Crescent Societies (IFRC/FICR/МФКК). (3) We were also wondering whether consideration might be given to include under the footnote on Page 11 reference not only to the Minority statement (on pages 36 and 37), but also to the Summary of International Organizations' Positions (as regards the Red Cross and Red Crescent, currently on pages 64 and 65) as these submissions provide additional clarity on the legal arguments grounding the protections. (4) As regards the terms of the draft Motion, as outlined this afternoon, we would like to propose that the Group consider: - to add either as an additional paragraph or in one of the existing sections, an acknowledgement of the Minority statements or positions submitted by the respective organizations or groups of organizations. This could be proposed for example in the form of a new Paragraph 2 (bis) under the Operative paragraphs ("Resolves") under the following formulation: "The GNSO Council takes note of the Minority statements presented by, or on behalf of, the respective organizations or groups of organizations and highlighted in the Final Report". - to revise Section 2 paragraph A in the Operative paragraphs of the Motion which pertain to the Red Cross and Red Crescent (under "Resolves") in order to replace the existing reference and wording, under the first and second Bullet points, to "exact matches of the specified organizations' full name" by a reference to the "designations of the emblems protected under the 1949 Geneva Conventions and their Additional Protocols". This would add clarity to the recommendations actually proposed for endorsement by the GNSO - namely for the permanent reservation of so-called Scope 1 strings at top and second levels, as opposed to the Scope 2 strings (in effect the names and identifiers) which qualification as "Strings ineligible for Delegation" at top and second level did not achieve Consensus level). It is important to our mind that the GNSO Council and further ICANN's Board be able, in order to make an informed decision, to easily understand what is proposed to be placed for permanent protection in the Applicant Guidebook and in specification 5 of the Registry Agreement and what is not.
