Danny, Carlos and all,

  Carlos, it doesn't matter that such negotiations were
conducted or not.  It does matter that the users or
other stakeholders were not included in such negotiations
or at a minimum unable to comment and determine so that
it could be known as such supposed negotiations, if actually
conducted, meets with the interests of users and/or other
constituency members and/or their representatives.

  What is clear is that what was supposedly determined in
the ALAC and Joint statement does NOT meet with the interests
of a unmeasured consensus of the users and/or constituency
members and/or their representatives.  Ergo the Joint statement
does not even meet a rough consensus and is therefore bogus.
