[gnso-irtp-b-jun09] For review - draft IRTP Part B Final Report

Hi all

As per the call the other day Marika has  posted on the wiki 
(https://community.icann.org/display/gnsoirtpb/Next+Meeting) a first draft of 
the IRTP Part B Final Report.

In addition to changes to mark the document from a proposed Final Report to a 
Final Report, this version includes the proposed EAC language, EAC FAQ and 
proposed language for requiring the 60-day lock following a transfer 
recommendation (new recommendation #7).

For those on the call, an initial assessment was made that there seems to be 
consensus for such a recommendation (according to the new GNSO Guidelines, 
consensus is 'a position where only a small minority disagrees but most 
agree'). I would like to strongly encourage you to review this draft, including 
the proposed language for the new recommendation #7 as well as the GNSO Working 
Group Guidelines (see 
http://gnso.icann.org/council/annex-1-gnso-wg-guidelines-07apr11-en.pdf) which 
detail the standard methodology for decision making, including the option to 
submit a minority view.

Please feel free to share your comments / edits / suggestions with the mailing 
list. You can either do so by redlining the Word version of the document or by 
submitting your proposals by referring to the line number in the pdf version.
