covered for all possible situations where a Registrant believes he or she has
the "right" transfer, but there is some mitigating reason that this should not
be allowed.&nbsp; For example, if the name is locked due to non-payment of the
current registration period (is this covered sufficiently by Reason for Denial
#5?).&nbsp; Or, consider the scenario in which a registrar offers a "free'
domain name with the purchase of 12 months' web hosting services.&nbsp; Should
the name be allowed to transfer after 8 months, for example?<br><br>Not trying
to belabor the point, but I think we're trying to strike a delicate balance
between registrant transfer abilities and some reasonable prudence on the part

registrars.</div><div><br>THanks--</div><div><br></div><div>J.</div><div><br></div>
