[gnso-irtpc] For your review - updated outreach letter

Dear All,

As discussed on today's meeting, please find attached an updated version of the 
proposed outreach letter. The following changes have been made:

 *   Reflect that new GNSO PDP has been adopted by the ICANN Board
 *   Indent charter questions
 *   Clarify that other methods than template for providing input are also 
welcome
 *   Add that feedback is appreciated by 6 January, if possible
 *   Clarify that template was developed for constituencies as well as 
stakeholder groups (not discussed on the call, but I noticed it when editing 
the letter)

If you have any comments or further suggestions, please share these with the 
mailing list within 48 hours. After that, the letter will be sent out to the 
respective ACs/SO.
