For your information, the GNSO Council has now confirmed that the IRTP Part C 
Working Group is expected to continue its work according to the new GNSO PDP 
(see message attached). The new PDP is detailed in Annex A of the ICANN Bylaws 
(see http://www.icann.org/en/general/bylaws.htm#AnnexA) and the PDP Manual 
(http://gnso.icann.org/council/annex-2-pdp-manual-16dec11-en.pdf). If you have

Dear All,

Following the approval of the new GNSO Policy Development Process, the GNSO 
Council has expressed its intent to transition all the ongoing PDPs to the new 
PDP. For the IRTP Part C Working Group that would mean that it is expected to 
follow the requirements of the PDP Manual in relation to the development of the 
Initial Report. The PDP Manual is expected to be published shortly as part of 
the GNSO Operating Procedures (you can also review it as part of the PDP-WT 
Final Report – see 
http://gnso.icann.org/improvements/updated-final-report-pdpwt-28sep11.pdf), but 
in the meantime please see the attached document which provides an overview of 
the main differences between the old and new PDP. If you have any questions, 
please let me know.

Ongoing GNSO PDPs

•                Issue Report on the current state of all rights protection 
mechanisms implemented for both existing and new gTLDs, including but not 
limited to, the UDRP and URS (to be delivered no later than eighteen (18) 
months following the delegation of the first new gTLD) - Development of 
Preliminary Issue Report

 *   Uniformity of Contracts – Publication of Preliminary Issue Report for 
public comment
 *   Law Enforcement Recommendations (currently on hold) - Publication of 
Preliminary issue Report for public comment
 *   'Thick' Whois – Delivery of Final Issue Report to the GNSO Council 
following the closing of the public comment period
 *   RAA – Delivery of Final Issue Report to the GNSO Council following the 
closing of the public comment period
 *   UDRP (The Requirement to lock a domain name subject to UDRP Proceedings) - 
Formation of a group to draft the charter for the PDP Working Group. The 
Council should indicate the timeframe within which a draft PDP Charter is 
expected to be presented to the GNSO Council for approval.
 *   IRTP Part C – Development of Initial Report, including the elements 
outlined in the PDP Manual
