[gnso-irtpc] Updated public comment review tool & action items

Dear All,

Following yesterday's call, please find attached the updated public comment 
review tool which incorporates the notes from the meeting. As we have now 
finalized the review of the comments received, please review the public comment 
review tool to make sure the comments of the WG have been captured accurately.

In addition, the following action items came out of the meeting:

 *   Draft a note to the WG on the possibility of creating sub-team(s) to 
conduct data / information gathering in relation to Charter Question B & C 
(Avri)
 *   Examine whether the use of IANA IDs is required in the context of the new 
gTLD program (Marika)
 *   Review public comment review tool (All)

In relation to the second action item, I've been informed that for new gTLDs 
IANA IDs are required for a number of things such as Whois output, monthly 
reports, bulk Whois data access for ICANN, but there are no requirements for 
the use of IANA IDs in relation to transfers.
