Hi,

I got confused on the first step:


Does step 0 mean the registrant who will become the prior registrant has to 
cover the fees, and the bother, of doing the IRTP registrar transfer?

Does seem to bring up a problem with separated process:

- either the change of registrant is done with the previous registrar which 
means the new registrant to pay twice, once for the previous registrar and once 
for the gaining new registrar

- or the change of registrant is done at the new registrar, which means the 
previous registrant has to pay for a the transfer of registrar  before the 
chage of registrant can happen.

Seems to be problem.  Unless I am missing something here.
