Hi Ron,

I think the survey is just fine to improve/refine the current WG guidelines
(For me they do the job in the main, so I think it is more about refining).

In my opinion and related to this, I think that what needs attention at
ICANN (among many things) is a broader subject than refining the WG
guidelines.

I am thinking of *a more systematic manner for ICANN to get the various
categories of newcomers up the learning curve* (I know many are working on
this - witness inter alia the ICANN Academy discussions - they seem to have
fallen of the radar!..and of course the Fellowship Program is quite
effective I think).

Understanding the stakeholders' landscape and their learning needs requires
a thorough analysis of our various stakeholders profiles, their
ICANN-related motivation, and basically an understanding of their training
needs. If we meet those training needs (in many different ways I suppose),
then we will optimize the value, the reality, the sustainability and the
functionning of the multi-stakeholder model. Of course, I am of the school
of ardent supporters of the MS model as a key distinguishing feature of
ICANN and maybe even its key to long-term growth and sustainability.

Indeed, I am of the opinion that participating in a WG is a great way to
learn (and network to learn) but it is a time-consuming one and seen as
risky for many new stakeholders (time commitment, fear of the unknown and
of rejection, etc...). When faced with this, and after getting to know
Mikey in San José after having joined the IRTP-Part C WG with the view of
learning, Mikey told me something like: "don't be discouraged, welcome to
the club, we all went through this, it takes at least 2 years, etc...".
Beacuse of Mikey's advice, and at time mentoring, I am sticking to the
plan, but sure would welcome so learning opportunities a bit more
structured! (Thanks Mikey for all the time you have given me!).

That said, I wonder now really if this is the better way to go... pay your
dues kind of argument... I think that leads to a kind of strong commitment
if ones sticks to the strategy, but how many do? and at what cost?

I am of the opinion there could be a more systematic way for newcomers to
go through some learning modules in a certain systematic order, rather than
ad hoc diving in the website or wikipedia, ICANN meetings, WGs...

Cheers, Alain
