I thought this blog might be of interest:

To me, it raises a number of questions relevant to this WG. For example:

 

.       Was there data used to support those WHOIS related changes reflected
in the 2013 RAA? 

.       If so, what was the data and the baseline?

.       How will effectiveness of changes be measured?

.       Who will be collecting the data to measure effectiveness? ICANN?
Registrars? Law enforcement agencies (through the GAC) that advocated for
those changes?

 

At Singapore meeting, I heard comments about "regulatory impact assessment"
.  I do not recall such an assessment done before those changes were
introduced. Anyone?
