During my ramble i forgot to mention that this case is indeed a very possible
study and could proof to be very valuable to the ICANN community since it is a
hot topic.

Dear WG Colleagues
I thought this blog might be of interest:

To me, it raises a number of questions relevant to this WG. For example:
· Was there data used to support those WHOIS related changes reflected in the
2013 RAA?
· If so, what was the data and the baseline?
· How will effectiveness of changes be measured?
· Who will be collecting the data to measure effectiveness? ICANN? Registrars?
Law enforcement agencies (through the GAC) that advocated for those changes?
At Singapore meeting, I heard comments about “regulatory impact assessment” . I
do not recall such an assessment done before those changes were introduced.
Anyone?
