Thanks for raising this issue.  Chuck Gomes passed the same issue to me with a 
request to bring it to the attention of our group. Several on the GNSO are 
hoping for such a list.

I'll add this to the recommendation document outline -- that by the way doesn't 
mean it has to stay there if we decide later that's not a good recommendation 
to make.

Dear All,

This is an issue that everyone agrees is fine in principal but as the say
the devil is in the detail. This should nt deter us. 

I thought I would share the views of one of our constituency members.

Verified members of each constituency should be trivial to define, i.e.
members who participate in each actual constituency (not every constituency
has "paid" members, e.g. non-commercial). Officers are already members of
the GNSO Council mailing list. This would be a parallel list for regular
members of each constituency on an opt-in basis, and is meant to eliminate
much of the "noise" in the GA mailing list given that mailing list is a free
for all open to absolutely anyone, i.e. people who are fake, people who
don't even participate in any constituencies.

The purpose would be to have greater dialogue, to be able to have give and
take early on, before things ever reach GSNO Council. With constituency
members able to interact with other constituencies on such a list, they'd
have a greater understanding when formulating their own constituency
positions, and be better able to come up with compromises. No one would be
compelled to join the list, it would be opt-in only.
