That would defeat the purpose of a minority report. A minority report is not a
vote.
The reason for a minority report is that it allows the item (report) to move
ahead but attached with additional minority report(s) for reference by others
(in this case the OSC). SS would surely recognize this as many others as
similar in the context of judgments to dissenting judgments. (India and
Pakistan share a common law judicial heritage). The existence of a dissenting
judgment does not exclude the delivery of the judgment. Similarly a minority
report doesn't come in the way of moving forward here.

Hi Julie and Olga,
I know that I am late to reply to this mail.
But there is valid reason.
This may also be construed as re-opening the old issue. But this issue is not
the case, as this issue is not yet settled.

I was busy with Minority Report and that is when I looked in detail into the
report.
There are some explainations or details necessary; then only it can be updated.
Also, Tool Kit has become a controversial issue due to minority reports--as
many as four members not agreeing to it.
In my opinion, it is best to defer any discussion or decision on this until
out-come on minority reports is known.

Dear Work Team members,
On today’s call we discussed the final draft of the Tool Kit Services
Recommendations for GNSO Organizations (Draft 3 11 Sept 09), which incorporates
changes suggested by Claudio. On the call we decided to circulate this final
draft to allow time for those who have not already done so to comment on the
document. The Work Team is asking for a response from you, no later than
Tuesday, 29 September, on the following:
Any suggested changes to Draft 3 of the Tool Kit Services Recommendations
If no suggested changes, please affirm that you agree with the final draft
version of the Recommendations
Please indicate whether these Recommendations should be provided a) to the OSC
as soon as they are agreed to by the Work Team; b) along with Recommendations
for the other Subtasks; or c) please let us know if you have suggestions for
another way to handle these Recommendations.
Also, those of you who were at the meeting please feel free to add comments or
clarifications to my summary of this action item from our meeting. Please let
me know if you have any questions.
