        Dear Work Team members,
        
        Here are the combined Task 1 recommendations.  These include the
changes agreed to for Task 1, Subtasks 1 and 2 (including revised
language on Term Limits in Subtask 2).  These also include Subtask 3
recommendations for which there have been no suggested changes.  There
is a placeholder for a list of minority recommendations and in an
appendix for detailed minority reports.  Appendix A contains the
detailed analysis of recommendations.  Please let me know if you have
