Dear Julie and WT,
As the Minority Recommendation relates to items 2.1 and 2.2 -it should follow
the Majority Recommendations on those topics---and not sit behind Databases
which are unrelated.
I would suggest it might go at 2.2.10 n page 8.
I would also suggest the introduction to the Majority Recommendations on page
3-4 should make clear that they are Majority Recommendations and indicate the
level of support and that there follows a Minority Recommendation and the page
on which it can be found.

Dear Olga and Work Team Members,
Here is the revised document that includes the new title agreed to at the last
meeting and the changes proposed by Claudio prior to the last meeting. In
addition, it includes the minority recommendation and the minority report.
This also is posted to our wiki at:
https://st.icann.org/icann-osc/index.cgi?constituency_operations_team. Note
that I made a minor formatting change to the minority report when I integrated
it into the document: I changed the font to Times New Roman for the sake of
consistency.

There seems to be some misunderstanding Olga.
Only one Minority Recommendation is made by SS and me -the below:
1. We recommend the GNSO adopt a simple standard pre-fabricated
Constituency structure and procedure(s) based on one member one vote and
applicable to all Constituencies--with a menu/pull down list of accepted
variations (to be kept to an absolute minimum). We recommend a simple standard
meeting and committee procedure applying to all Constituencies. We recommend a
standard handbook on Constituency practice and procedure. We recommend that
this be translated into the 5 UN languages.
The balance is commentary and analysis ----and is not for extraction. It after
all entirely up to the Minority to identify their recommendations. I repeat
-no other Minority Recommendation is made. I hope this now clarifies the issue.
Please advise. Please also be aware that the Minority Report is the authors'
intellectual property and moral rights are asserted.

Dear Work Team members,
We are now close to finishing our Task 1 document.
The document will include also the revised Minority Report from Victoria and SS.
In addition to this general document with all its parts and minority report, I
am asking Julie to prepare a comparison table of the recommendations in the
Minority Report and in the WT report. This will not replace the Minority
Report, which will be submitted in its entirety along with the WT report. The
recommendations from both the WT report and the minority report will be quoted
verbatim in the comparison table with corresponding section, page, and line
numbers for ease of reference.
Julie, if you could complete the comparison this week that would be very
helpful.
Your comments are welcome, it could be good if we can submit our final Task 1
document to the OSC by May 28.
