Dear Olga and Chuck,

Here is yet another version.  Ken Bour pointed out that only Section 2.1 and 
2.2 of the Work Team’s report comprises procedures.  Section 2.3 — the 
recommendations on the database — is not procedural, but more like transitional 
advice.  Keeping this in mind, Ken has suggested a slight revision to the 
motion.  It is included below with the revised text in purple.

WHEREAS, the GNSO Council, at its 23 June 2010 meeting in Brussels, accepted a 
set of deliverables submitted by the GNSO Council Operations Work Team (GCOT) 
<https://st.icann.org/icann-osc/index.cgi?gnso_operations_team>  and the 
Constituency and Stakeholder Group Operations Work Team (CSG-WT) 
<https://st.icann.org/icann-osc/index.cgi?constituency_operations_team> ;

WHEREAS, a twenty-one (21) day Public Comment Forum 
<http://www.icann.org/en/public-comment/#gcot-csg-recommendations> completed 
between 28 June 2010 and 18 July 2010 and a Staff Summary and Analysis 
<http://forum.icann.org/lists/gcot-csg-recommendations/msg00001.html> has been 
published;
WHEREAS, the GNSO Council agreed to take action on the these deliverables as 
soon as possible after the end of the public comment period;

WHEREAS, there were no public comments submitted that would amend any of the 
GCOT or CSG-WT recommendations;

NOW, BE IT THEREFORE:

RESOLVED, that the GNSO Council approves the following set of five GCOT 
documents, without further modification, which Staff has incorporated and 
directs Staff to publish into a new version of the GNSO Operating Procedures 
(GOP) <Link to PDF> containing these sections and chapters:
•      Section 2.1-Council Member Term Limits

•      Section 2.4-Board Seat Elections

•         Sections 2.1 & 2.2:  Recommended Common Operating Principles and 
Participation Guidelines for GNSO Stakeholder Groups and Constituencies

which Staff has incorporated into a new Chapter 7.0 in the GNSO Operating 
Procedures <Link to PDF>;  and

and 2.2 above to GNSO Stakeholder Groups and Constituencies for use in amending 
their charters, as appropriate.

RESOLVED FURTHER, that the GNSO Council hereby expresses its gratitude and 
appreciation for the GCOT and CSG Work Teams’ dedication, commitment, and 
thoughtful recommendations.

What do you think about including the GNSO Constituency and Stakeholder Group 
Operating Procedures as a Chapter in the GNSO Council Operating Procedures?  
Here’s a revised draft motion that includes language in that regard as well as 
a Resolved Further clause thanking the Work Teams.  The changes are in red.

The motion looks fine to me except that we should thank the CSG WT and the OSC. 
 I wonder though whether at some point we should publish and post a document 
titled GNSO Constituency and Stakeholder Group Operating Procedures that itself 
should be approved by the Council; it would only include what is Section 2 in 
the report; that could happen later with a separate motion or could happen with 
this motion.
