Hi Olga,

I will plan to incorporate all of the agreed-upon changes into a final document
on Friday for submission on Monday.

Thanks,
Julie

Hi,
thanks Julie for polishing my comments and thanks Chuck and Claudio for your
imput into the document.
I am ok with both proposed changes.
Chuck in relation with your comment in your last email, do you want to leave
the paragraph 2.1.1 as it was?
I am not sure if I understand which is the language you support. Could you
clarify?
Other comments are welcome.
I propose that we set up next Friday as a limit for recieveing additional
comments or for the revision of the present version.
I will take silence as a yes if nobody else sends them. New version could be
sent to the OSC by next Monday.
Best regards
Olga

I am okay with Claudio’s additional edits but we might want to discuss the
following further:

• The last paragraph of 2.1.1 now reads: “An initial objective of the
OTF should be to conduct a survey of existing GNSO outreach activities by the
stakeholder groups, constituencies, and ICANN, including the Fellowship
program. The OTF could then analyze the effectiveness and balance of existing
efforts and resources to develop recommendations for improved future Outreach.
Where possible, ICANN Outreach can take place in conjunction with other related
ICANN Programs, such as Compliance or those related to the new introduction of
new top-level domain names.” It previously was more specific as can be seen by
looking at the redline version. I personally think the change is okay.

Team,

I included some further red-line edits in the attached, building from the
changes Chuck suggests below, which I support.

I made the following edits in the attached file and noted items that I couldn’t
figure out how to fix:

2.1 Recommendations for a Global Outreach Strategy
• I inserted “to” that was inadvertently deleted in the first sentence
of the last paragraph that starts on page 3 and in the same sentence changed
“large companies” to “companies”.

2.1.1 Purpose, Mission, Principles, and Initiate Objective of the Outreach Task
Force
• I changed “Intitiate” to “Initial” in the above title.

• The last paragraph starting on page 4 is very confusing: “The OSC CSG
Work Team recommends that the mission of the OTF should include coordinating
outreach with relevant ICANN organizations and could incorporate
recommendations from the OSC CSG Work Team’s report Recommended Common
Operating Principles and Participation Guidelines for GNSO Stakeholder Groups
and Constituencies; and Recommendations on a GNSO Database of Community Members
<http://gnso.icann.org/drafts/draft-csg-recommendations-task-27may10-en.pdf>
when establishing other specifics regarding the structure of the OTF, voting
thresholds, publicity, events, and other activities.” Is the semi-colon a
typo; should it be deleted? I think this whole paragraph needs fixing.

• I made what I think are minor edits to item 1 near the top of page 5:
“Outreach to potential participants in the Commercial Stakeholder Group is
different from outreach to potential participants in the Non-Commercial
Stakeholder Group”

2.1.2 Membership of the Outreach Task Force
• I deleted the following in the first paragraph: “Staff support could
be minimal.” I don’t think we know if this will be true or not.

• Also in the first paragraph I deleted the size of the MAG (“50”)
because I don’t think we want to imply that the OTF should be that big.

• In the last paragraph I made the change shown here: “The Charter
should also set goals for the completion of the membership selection process,
establishment of a meeting schedule, and participation guidelines.”

2.1.3 Identifying Potential Participants and Target Populations
• I changed the 3rd paragraph to the following: “The telecommunications
youth forums at the International Telecommunications Union (ITU) are an example
of successful outreach programs that could be used to inform and support the
OTF’s efforts. See:
http://www.itu.int/ITU-D/youth/itu__telecom_youth_forums.html
<http://www.itu.int/ITU-D/youth/itu__telecom_youth_forums.html> .”
