So I take this as a hint from Julie for us to get moving? In the next day
or so, we should all be receiving a Doodle Calendar to establish the date
and time for our teleconference call next week. Let's try to establish this
by the end of this week.
As far as an agenda for our call, I would ask that we each give some thought
to this action item:
Create a set of operating principles for the Council that will allow it to
be the strategic manager of the policy development process rather than a
legislative body. [BGC GNSO RWG p. 37, para. 1]
I interpret "operating principles" in this context as high level. For
example, here are the set of Operating Principles for the US Department of
Energy:
1. Ensure safe, secure, and environmentally responsible operations
2. Act with a sense of urgency
3. Work together
4. Treat people with dignity and respect
5. Make the tough choices
6. Keep our commitments
7. Embrace innovation
8. Always tell the truth
9. Do the right thing
Pretty high level, huh? So let's think about how we do same when applied to
the GNSO as a "strategic manager of the policy development process rather
than a legislative body" and accomplish an initial set of Operating
Principles as part of our next call. There is nothing preventing us from
getting this started on the list now. I would encourage each of us to draft
and share their perception of what the higher level Operating Principles can
be as soon as possible via the list. There are no wrong answers, so let's
each just shoot some out there and let's discuss. I think 5 Operating
Principles is reasonable for this purpose but lets see where the ideas and
discussion takes us.
I think this dove tails into action item # 2 which is to review and modify
where applicable the GNSO Council Rules of Procedure
(http://gnso.icann.org/council/new-procedures.shtml). Please become
familiar with this document prior to our call.
Note that the existing Rules of Procedure do not contain a set of high level
Operating Principles. So let's just decide right now to modify the existing
Rules of Procedure, likely via a new # 2 titled aptly as Operating
Principles.
With the set of higher level Operating Principles established as more or
less guiding principles, let's then turn our focus to the other areas of the
existing Rules of Procedure that are more granular in nature. As we get
into the more granular areas, it will be helpful for us to have the higher
level principles in place to reflect upon as we go along.
Any additional thoughts are of course welcome. Let's get started. In
summary:
1. Be on the look-out for the Doodle Calendar.
2. Review the minutes from our meeting in Mexico City that Julie has
complied for us.
3. Think about and send off some high level Operating Principles to the
list for discussion prior to our call next week.
4. Review the existing GNSO Council Rules of Procedure located here

If we do all of the above I believe we will make productive use of our time
on the call. I am thinking that by the end of the second call the week of
March 30, we will be on our way as a group to some substantive edits to the
GNSO Council Rules of Procedure.
