Sure Ron, I could have been clearer.  It is in the middle of the last
paragraph, two sentences together where I basically just took the word
"entity" and replaced it with "sub-group".

I would offer the suggestion that using the word "entity" could deflect from
primary idea of the proposal or otherwise cause too much attention.  I
suggest the following:

 

Operations Work Team proposes that a new sub-group should be created within
the GNSO Council to take responsibility for the separate and unrelated set
of functions that address the coordination of the constituencies for the
purpose of ensuring administrative management.  Members of the new sub-group
would be comprised of officers (representatives) of the different
constituencies designated/elected specifically for this purpose.
