[gnso-osc-ops] Action Item #2: OSC GNSO Ops Work Team SOI/DOI
Dear Work Team Members, In response to the following action item, I am providing the following information for your consideration. These also are linked to the Meeting Action Items on the wiki at: https://st.icann.org/icann-osc/index.cgi?gnso_operations_team. Action Item #2: Statements of Interest/Declarations of Interest -- Julie Hedlund will circulate the final report that was prepared for the Board and the Board conflict of interest forms to the Work Team for consideration, and incorporate in the draft document the comments from team members in the 15 April meeting. 1. Board Conflicts of Interest Report and forms: Rob Hoggarth has asked ICANN Legal staff for assistance in identifying information that might be shared with the Work Team. 2. ICANN Board Conflict of Interest Policy (include descriptions of the information Board members must provide): http://www.icann.org/en/committees/coi/coi-policy-04mar99.htm. 3. Attached document: Revised Draft SOI/DOI Definitions and Procedures incorporating Work Team comments and questions (additions are redlined, questions are in yellow) as follows: a. Question re: Section 5227 of California Law -- Revision: highlighted footnoted text in yellow with language from Section 5227. b. Need to add that work teams and other groups should ask for any updated DOIs at the beginning of each meeting -- Revision: added in redline. c. Need to have stronger enforcement -- Revision: Added language and also a question (highlighted yellow) for Work Team consideration concerning the degree of enforcement. d. Need to indicate to whom the GNSO Council members should provide their SOIs -- Revision: added in redline. e. Could provide additional details concerning the consequences of noncompliance based on a person?s level of interest -- Revision: added a note (highlighted in yellow) for further discussion at the next meeting as the compliance issue relates to whether statements/disclosures of interest trigger possible conflicts of interest (as in the policy for Board directors).
