I don't necessarily disagree with your suggested way forward, but I received no 
response to my recent comment vis-a-vis Ron and Julie's work in this regard.  
Are they providing the work team with a way forward in this regard, or not?  
Please advise.

Thank you Wolf, your points are well taken.  I suggest that we begin with
Section 3 of the current Rules of Procedure.  Please find the substance to
Section 3 attached.  It is composed of the following 6 sections:

 

3.1 GNSO Council Responsibilities

3.2 GNSO Council Composition

3.3 Terms of GNSO Council Members

3.4 GNSO Council Vacancy

3.5 Quorum

3.6 Votes

 

Of the 6 sections above, 2 of these sections are hard coded in the ICANN
By-Laws (3.2 and 3.4).  This means we can turn our attention to 3.1, 3.3,
3.5, and 3.6.  Of these 4 sections, 3.5 and 3.6 are of most urgency for us
to set attention to and provide guidance for the GNSO Council to begin its
work.

 

I'd like to request that we each review Sections 3.5 and 3.6, Quorum and
Votes respectively, and suggest that we focus our attention to these 2
sections in particular on our call Wednesday.

All, 

by glancing through the existing RoPs I realized that we would be facing a
hell of work if each of us had to review the entire text. Some parts have
already been discussed in other teams (e.g. definitions of stakeholder
group, constituency etc, composition of the council, voting scheme.), others
are still under discussion (e.g. PDP, Working Groups or Teams.). But
somebody has to collect the information available so far and prepare an
appropriate version that we can start with. I would appreciate if staff
could do that job.

As a starting point I took the content directory of the existing RoPs. For
my feeling it's still usable with slight amendments but the content itself
is to be adapted. (see attached)

Furthermore I'd like to suggest that for this exercise we initially do not
anticipate the GNSO structure as proposed in the high level principles
document. It could be implemented if it shall be mature.
