Dear Work Team Members,

Here is the latest version of the GNSO Council Operating Procedures.  I 
inserted Avri's proposed text in Section 4.1 Council Chair as new paragraphs c, 
d, e, and f.  I also have cleaned up the document so that all comments and 
highlighting are removed.   Original text that is replaced by new text is 
indicated as stricken, new text is in red, and original text that has been 
accepted without change is shown as unaltered.  Please let me know if you have 
any questions.

Hi,

One of the procedures that has not been developed yet by anyone are
the details of multiple ballots in a chair election.  This is still on
the council's to do list.

While working on a proposal for the council, it occurred to me that
since this was not a one time transition process, but a ongoing
procedure, the responsibility for making a suggestion really belong to
this team.

I have attached the proposal I was working on for your consideration.
Since I am sending it to this team, you can obviously rework it as
needed before including it in the doc.  Sorry to spring this on you so
late in the process, especially while pressing you to finish the work,
the only excuse I can off is that there are so many details in this
transition.  I do commit myself to continue participating in this
teams work as my dues for dumping extra work on you.
