This is still on the council's to do list. While working on a proposal for the council, it occurred to me that since this was not a one time transition process, but a ongoing procedure, the responsibility for making a suggestion really belong to this team. I have attached the proposal I was working on for your consideration. Since I am sending it to this team, you can obviously rework it as needed before including it in the doc. Sorry to spring this on you so late in the process, especially while pressing you to finish the work, the only excuse I can off is that there are so many details in this transition.
