some comments from my side:
 
section 3.3
following Chucks suggestion we may need a placeholder for the definition
of "special circumstances"
 
section 4.3 should be 4.2?
 
section 5.4 "Council Initiation of a Policy Development Process" 
This should follow the definition of "council initiation" suggested by
the PDP-WT as modification of the bylaws concerned. The proposed text
refers to "raising an issue" only
 
sections 6-15: I think we don't need sections 7-15 separately since the
whole Annex A is referring to PDP (at least sections 1-15) and we refer
in our section 6 to it.
 
sections 16-19 may be renumbered accordingly

Dear Work Team members,

Per our discussion today, attached is the latest version of the revised
GNSO Council Operating Procedures.  In this version, all of the
agreed-upon changes are now in red (as additions), black with strike-out
(as deletions from the original), or black not stricken (no change from
original).  Note that we have yet to address section 18, which is new
because it was dropped from the ICANN Bylaws and recommended for
inclusion in the Operating Procedures.  This document also will be
posted on the wiki at:
https://st.icann.org/icann-osc/index.cgi?gnso_operations_team.

ACTIONS:  At the end of the meeting Ray asked for Work Team members to
review the latest version of the document and provide comments/changes
on the Work Team email list no later than this Friday, 11 September.
