Chuck, thank you for these comments.  I believe Work Team consideration of
an Executive Summary is in order that may assist what you bring forth in
your first paragraph.  I will also seek Work Team clarification on the
correct term for the DOI acronym for consistency.  The Work Team needs to
consider the perception of duplicative work by GNSO participants (as this
was not the intention).  Certainly we landed that the 2 concepts SOI vs. DOI
were for the purpose serving distinct purposes in time and we need to
clarify this better (based upon the comments we have received).

 

We will also take your other questions/comments under consideration in the
next meeting of the GCOT.

I continue to struggle with the difference between a Statement of Interest
and a Disclosure of Interest; they seem to be for the most part the same
thing.  BTW. note that Section 5.1 defines the term 'Disclosure of Interest'
and Section 5.2 refers to 'Declarations of Interest'; I don't know which one
is preferred but you probably want to be consisten.  Is a Statement of
Interest a general statement and a Disclosure of Interest specific to a
given agenda item?  More clarity on this would sure help.  Maybe I am just
dense.  Does every Councilor, WG member, etc. need to have both on file?
They seem to duplicate.

 

Section 5.3.2 says, "ICANN Staff shall post the completed Statements of
Interest in the relevant section of the ICANN web site prior to Relevant
Parties undertaking any activity and at least annually in the case of GNSO
Councilors."  Does 'ICANN web site' include 'GNSO web site'; would it be
sufficient to say 'GNSO web site'?

 

Regarding '5.4.2  Duty to Remind Participants and Speakers', we regularly
ask Councilors if there are any updates to SOIs at the beginning of each
meeting.  Is this a new requirement for DOIs? Do we need both.

 

In 5.6.2, the references to 'Vice Chair' probably should be changed to 'Vice
Chair(s)' because we have two.

Chuck, Philip, and Ron:

 

Please accept on behalf of the GCOT the work product we have called SOI/DOI
(Statement of Interest & Declaration of Interest) for review by the OSC at
this time.  Our request is for the OSC members to consider as part of "other
business" in its next meeting agenda.  Our intention is for this to be
included in the GNSO Rules of Procedure as a new Section 5.  If any
questions, please let me know.  I will also suggest your feedback as to
whether an Executive Summary document would be beneficial similar to what
was recently prepared for Section 4.5 Abstentions.
