hi,
what i was trying to say is that
.6 of 7 is 4.2 & .62 of 7 is 4.27 which is 5 votes in either case
.75 of 7 is 5.25 & .76 of 7 is 5.32 which is 6 votes in either case
likewise
.6 of 13 is 7.8 & .61 of 13 is 7.93 which is 8 votes in either case
.75 of 13 is 9.75 & .76 of 13 is 9.88 which is 10 votes in either case
That is why i was saying the language should be consistent in terms of at least
equal or greater then with other usage in the document since the numbers work
out the same in any case.
BTW, in terms of meaning,
.6 means that at least one member of the other SG needs to agree, your SG + the
NCA is not enough.
.75 means that most need to agree - i.e. rough consensus
