AW: [gnso-osc] GNSO Operations Steering Committee Business

I don't see a real conflict of personalunion between council chair/VC and OSC 
chair as long as there are other council members at the OSC to supervise the 
reporting. So far I'm not opposed to a council VC taking the chair position.

if i had i would have just nominated them. 

i just thought i would ask, since we alway seem to ask for volunteers and never 
seem to nominate people.
