Fellow OSC members,
please find attached a revised document for comment.
It is section 5 of the GNSO operating procedures.
It concerns statements of interest (SOI) and disclosure of interest (DOI).
 
The intended difference is that an SOI refers to a member of a body whereas
a
DOI refers to an issue being discussed by a body at a moment in time.
It is quite feasible that a specific DOI would be made by someone who has
already made a more general SOI, should it be pertinent to the body's
discussion
at the time.
 
My own instinct is to make this subtle distinction clearer in a revised set
of
definitions. See proposed text below.
In the meantime may I have by April 16:
a) your approval of the substantive content and/or
b) your approval or proposed edit to the revised definitions below
c) any other proposal for text changes.
 
I would like ordinarily to work with a 10 calendar day comment period for
our
OSC reviews. I am extending this one in light of the Easter holiday
celebrated
by some members of our group.

Proposed revised definitions (for clarity rather than substance).

GNSO Group:
a) the GNSO Council, or
b) a work team, working group, committee or other such policy development
body
formed by and under the supervision of the GNSO Council. 

Relevant Party: 
An individual who participates as a member of a GNSO Group.

Statement of Interest: 
Relevant to membership of the GNSO Group.
A written statement made by a Relevant Party that provides a declaration of
direct and indirect interests that may affect, or be perceived to affect,
the
Relevant Party's judgment, on any matters to be considered by the GNSO
Group.

Disclosure of Interest: 
Relevant to a specific issue at a specific time.
A written statement made by a Relevant Party of direct and indirect
interests
that may be commercial (e.g. monetary payment) or non-commercial (e.g.
non-tangible
benefit such as publicity, political or academic visibility) and may affect,
or
be perceived to affect, the Relevant Party's judgment on a specific issue.
